Explanation is unclear with regard to which process (low/high cost) would be deadlocked out by SQL Server when priorities are the same.

When the priorities are set the same, then the processes are evaluated as if the Deadlock_Priority hadn't been explicitly set, and the process lowest estimated cost to rollback is selected as the victim.
